Measure ER , the Essential Healthcare Restoration Act for Los Angeles County, is a temporary, half a penny investment to protect the essential services that every person in Los Angeles County relies on for their healthcare needs.

Disaster Preparedness and Emergency Response
Fires. Earthquakes. The next public health crisis. When disaster strikes, we depend on a fully functioning hospital system and emergency care network. Measure ER keeps LA ready for whatever comes next.
Disease Tracking and Outbreak Response
You can't stop what you can't track. LA County's disease surveillance programs — the systems that detect and contain outbreaks before they spread — are on the chopping block. Measure ER restores and protects them.

A Hard Expiration Date
Measure ER is a five-year measure. It expires in 2031. There is no automatic renewal. If voters don't act to extend it, it ends.
All Funds Stay in LA
Every cent raised by Measure ER stays in Los Angeles County. It is raised here and spent here.
Annual Public Audits
Every year, an independent audit reviews the use of funds and is made available to the public. No exceptions.
Independent Citizens' Oversight
An independent oversight committee — not appointed politicians, not county bureaucrats — reviews how every dollar is spent and reports publicly to Angelenos.
